Bugfix for NTP Installer (Fluxcap)

The new "Fluxcap V2" version of the NTP-Installer for Windows includes a bug fix that deals with a memory leak in the old "Fluxcap" version. All users currently running the "Fluxcap" version should update their NTP installation as soon as possible. The fixed "Fluxcap V2" can be obtained from Meinberg's NTP download page.

The "Fluxcap" memory affects several Windows versions and causes NTPD.EXE to reserve a 4KB memory block for every client packet it receives. This block is not freed correctly afterwards and, especially on systems that are seldomly rebooted (like servers), this consumes a lot of memory after some time.
